I am a (relatively) younger Neil Young fan who was lucky enough to find a reasonbly priced used copy of this record on vinyl some years back. It immediately struck me as something powerful, special, and unforgettable, something jaggedly beautiful. Hearing it once, I could't understand the people who'd slagged it. It's a key piece in Neil's body of work (if I may say so). I respect Neil's reasons for not releasing it, whatever they are. But I sure would love to see it get a wider release. (And I wouldn't mind picking up a CD copy for myself.)
