USPS - Scan parcel codes from abroad on entry

Hello everyone,

The object of this petition is to change the way USPS currently works. Our demand is quite simple - USPS needs to scan the bar-code of registered mail as it arrives to the US, so US residents will know their package is on it's way.

What's wrong with the way they currently handle it?
Well, right now if you send a package to the US with registered mail, USPS won't scan the code until it arrives to the local postal branch of the customer. The sender of the parcel doesn't have any proof they sent the package and it's stuck somewhere in the US.
It sometimes take parcel that left a foreign country 4-6 weeks to arrive to it's destination INSIDE the US. Even though the shipper sent it promptly (1-3 days after payment).

If USPS will scan all registered mail on entry to the US, the customers will know that it was indeed sent and it's on the way, it will remove the liability of the sellers to prove they shipped and the delay isn't their fault.
Right now we have no real tools to fight against customers complaints on delayed shipment to the Americans, we need to do our best to to convince them their order is on their way, in some cases it won't help, they will demand a refund or for us to send a replacement, even though it's not our fault.
And to top it all, they might leave us a bad feedback on Ebay or Etsy (or similar sites).

This will benefit all the online sellers that send registered parcels to the USA to deal with customer complaints.
There are thousands of online international deals made each day, on Ebay, Etsy and other popular web markets.

The economy of the world has changed. A special craftsman in a small village in France, Australia, or Israel can make magnificent products with many appeals to the US customers.
But that craftsman although being decent and quick to respond, has to fight American customers and PayPal to prove the product indeed arrived to the US.

That can all change if USPS scans the bar-code upon entry of the parcel to the USA.

We need to collect as many signatures we can, spread this on online web forums and communities of international sellers.
After we reach our goal we'll send this to the management of USPS and companies that can help this struggle.
