Require Neutering of ALL puppies and kittens!

Require ALL puppies, kittens, dogs and cats purchased from pet stores to be spayed or neutered prior to purchase.

As it is now, all animals obtained from a shelter are spayed or neutered before they are adopted. With advances in veterinary medicine they are now able to sterilize dogs and cats when they reach a certain age and/or weight that is much younger and smaller than it was in the past. Our country is SEVERELY overpopulated with \"unplanned\" puppies and kittens who either fill up our shelters, are euthanized or are left to starve on the street.

Animals purchased from a pet store are not show quality and are usually purchased as family pets. These animals should NOT be allowed to breed. They are sold \"un-altered\" to preserve profit for the pet store. Many of their new owners never bother getting them \"fixed\".

Preventing \"pet store pets\" from breeding will not eliminate the pet overpopulation problem, but it will make a dent.
