Student User Fee Petition

We, the Park Student Government Association, have decided to form a petition in order to ensure that the student’s voice is heard by the Administration. The proposed Student User fee will have an undeniable effect on the students at Park University. The students are being asked to pay a fee to ensure and protect services for students that can otherwise be cut or reduced. In return the students demand and should receive guarantees from the Administration that all efforts will be made to ensure the proper use of these funds and transparency in the budget and spending of any Student User fee monies collected. We the students demand that:
1) A per credit hour charge limit be placed on the Student User Fee for no more than 12 credit hours.
a) 12 credit hours is the minimum required to be considered a full time student
b) If it is possible for the accounting department to charge tuition at a per credit hour rate for each individual student, then the same system should be used for the Student User Fee
2) Both PSGA funding and CAB funding remain at or above the current level of funding.
a) It is important to ensure that the PSGA and CAB have adequate funding to provide services, allocations, and support to the Park students, and clubs/organizations
b) PSGA and CAB will be allowed to meet with the Administration at the beginning and end of each year in order to discuss and request funding
3) An annual report on the Student User Fee budget and spending be released and published in the Stylus and/or made available to the student body online.
a) This will be an itemized report showing where ALL funds collected have been budgeted for and spent on
b) This budget will be presented to the PSGA for review as soon as completed
4) Assessments are developed and conducted annually to determine the effectiveness of the programs that are being funded by the Student User Fee
a) This will ensure that ineffective programs are discontinued and that resources are being allocated to the proper programs that benefit the student body
It is our intent that these agreements are made and not taken lightly. The students are the lifeblood of Park University. It is our tuition that the Administration uses for operations. It is our tuition that pays the salaries of all employees at Park. We are now being called upon to pay additional fees for services and programs to be provided for us. We want to provide our fellow students with the best possible services and programs, but we need assurance that the students have control over where the money is spent and are considered in the budget planning for the Student User Fee. We have faith that you will not take our petition lightly, and that you will come to a decision that is fair and represents the best interests of the students.

I support this petition. I really am not in favor of the fee to begin with - if fees must increase I don't understand why tuition can't just be increased that $5 per credit hour and allocated as the Student Activities Fee has been in the past - to PSGA, CAB, etc.
