IN SUPPORT OF PRESIDENT MACAPAGAL ARROYO

The recent events in the Philippines no doubt have created a mark in the international community’s rank of political instability. President Gloria Arroyo declared a STATE of EMERGENCY through EO 1017 via the president’s Executive Order prerogatives, amidst the foiled coup by the collaborative team-up of some oppositions, disgruntled militaries and the leftists. The question of its constitutionality has been the issue being raised by the opposition who demands the resignation of Mrs. Arroyo who invoke a provision from article 7 Section 18 of the 1987 Philippine constitution.

A renowned constitutionalist Senator Defensor Santiago clarified through media interviews that the president’s declaration is covered by constitutional provision granted for the president to defend the republic and its people if there is a clear and present danger brought about by rebellion, therefore Legal and Binding. If the question of its legality can stand in the Supreme Court and the People’s Court then the question now must be the declaration’s TIMING.

DEMOCRACY IN THE PHILIPPINES

The country is a Democracy and thus freedom is a valuable possession of its citizen. Part of a democratic government is to provide its people with different kind of Rights which most of the time the government cannot suspend or deny. But some are revocable or can be suspended. One of those Rights is the Writ of Habeas Corpus giving a person a right to challenge an arrest or detention as provided in Article 3 Section 7 of the constitution provided that the offense/s is within its bound. It states that ”All persons, except those charged with offenses punishable by reclusion perpetua when evidence of guilt is strong, shall, before conviction, be bailable by sufficient sureties, or be released on recognizance as may be provided by law. The right to bail shall not be impaired even when the privilege of the writ of habeas corpus is suspended. Excessive bail shall not be required”.

Meaning a person with lesser accusation other than crimes penalized by death penalty can challenge the legality of their imprisonment -- or the conditions in which they are being imprisoned -- may seek help from a court by filing an application for what is known as a "writ of habeas corpus. Rebellion is an exception.

UNRULY ELEMENTS

In the past two decades after the popular first People Power Revolution in 1986, the country has succumbed to a vicious cycle of Electing and Deposing a President Game. Starting from then president Marcos, who was thrown from the office via coup d’ etat led by his then defense secretary Enrile and chief of staff Fidel Ramos. Mrs. Aquino’s administration was challenged by 9 bloody coup attempts clamoring for a new government amidst the allegation of incapacity to govern and the worsening corruption and increasing poverty, left the country with a devastated economy and tainted picture of political stability. The outstanding world economy during the time of Mr. Ramos have clearly served as his political insulation against Electing and Deposing a President Game amidst the alleged DAGDAG-BAWAS and the multi-billion dollar scam of Expo-Filipino in Pampanga. Mr. Estrada, whose overwhelming allegations of wrongdoing and misconduct, clearly failed to solicit any benefit of a doubt left from the populace, was abandoned by the entire military and police force. Worst, it was through the famous People Power in 2000 which started to be infamous in the eyes of the international community. In May 1, 2001, just after the fall of Estrada’s presidency, many Filipinos again flocked in the streets of Metro Manila causing death to some, clamoring again for a new government hence a new president. Mrs. Arroyo, on the top of the situation has quelled the chaos and put the situation back to normal. But then again the never-ending allegations as a prelude to this damaging cycle have never waned.

In spite of the economic gains the country is experiencing, those who cannot accept the bitter pills of change chose to oppose the government with destabilization plots harming the country’s economy thus exacerbating the plight of the poor. Politicians, whose personal interests are at the fore, unceasingly came up with issues to pin the president making her presidency an easy target in public perception arena. An abused democracy.


The Timing

February 24 coup have forced President Arroyo to invoke her privilege as Commander In Chief, calling the armed forces to quell a rebellion with the connivance of few militaries, political opponents and the communist left. With strong evidences, people financing and provoking rebellion were arrested to face the court of justice. This pre-emptive action saved the country from further decline by crushing the selfish motivated individuals who wishes her out using extra-constitutional means. The economy is gaining grounds, the Peso is strengthening, the fiscal crisis is over and investors are putting their investments in the country. They may be happening so slowly, but surely are on the right track. Ask what we can do for the country as the old cliché suggests but hey who are responsible to make this country a better place in the first place?

I could pick any of her economic and political policy and from that, conclude that she is one of the most ignorant and incompetent president (along with Cory Aquino and Erap Estrada - at least Erap was just a high school undergraduate) or conclude she is the most self-serving and corrupt president (along with Marcos and...) in our country's history. I would only pick one which is (again, I could pick any of her policies and point out it's for self serving reasons) ): She encourages filipinos to work abroad and can't even strengthen the value of our currency. (I think I don't have to enumerate the reasons how she advocates working abroad) And why do you think that this policy is not helping our country? Because, 1. 60% of Filipino families are broken (either parents or both are working abroad and thus not able to be with their children). Which is the cause of our country's moral declination. Of course without strong moral guidance that a family provides, it is easier to control the youth. 2. The youth is being forced into a course they do not want to study. By encouraging working abroad, careers that are abundant abroad are encourage. This means that, instead of taking a course that one is very interested to learn, an incoming college student will choose a course that is more "practical". This reduces specialties in our country. It is a way to dumb down our society and therefore the corrupt government will have better control of the people. A person studying the field that he loves would contribute the most to that field. This will result to progress. But of course, the government don't really want progress. 3. It forces the most educated Filipinos to leave the country. This results to brain drain. The majority of our country is consist of the least capable to be educated. The less educated and intelligent the people are, the more they are easier to control. Gloria Arroyo is a bad person. There are many scandals involving her. (1) Use the fund of philhealth & fertilizer scam for election. (2) hello garci. (3) the 300K-500K black bag. PGMA is the best President. She is unpopular because she is unfazed by the criticisms hurled against her. She doesn't want to be affected by negative comments that won't do good for the country. She stays focused and what she is doing is for the good of all her countrypeople. She may not be perfect but her imperfections doesn't make her enemies perfect either. So, go go go Mrs president!
