i think tv ratings should be less strict. We should have TV-Y for the two year olds, no content. TV-G, would be for the 5 and up people, some sex (kissing) some language (damn, hell, crap, and shut-up) and comedic violence. TV-Y8 would be for 8 and up and can have violence, some sex like making out and some innuendo and language. TV-11 for 11+ can have most bad words (only bad words not allowed are ****, ****, dick, n*gga and tits), sexual innuendo/sexual humor, and violence with some blood. TV-14 can have all bad words and every type of sexual content except for porn, and all violence except for like...Manhunt violence or whatever. TV-MA can have anything it wants.
