I agree with number 891, most DO have good judgment. In fact, I've seen cases where there are 13 or 14 year olds that have better judgement than people who are twice their age! So I think underage sex should be allowed as long as both parties know what they're getting into and understand the risks involved such as pregnancy, STD's, etc. It's like you're trying to control EVERYTHING ppl do, and that isn't right.
