Central Park (and other city parks) would not be the same without the off leash time. It keeps the park safer and brings far more people into the park each morning and night.

The dog owners that walk their dogs in the parks off leash each morning and night are responsible dog owners (unlike those found in dog parks). They have well socialized dogs that can be off leash in wide open spaces and be under control. Losing the ability for dogs to run free would create a city full of angry, aggressive animals that do not have a chance to be dogs.
