Well I am glad I found out about this law. We are at this time considering moving to Virginia.. lets just say Norfolk will not be one of the options anymore! This is rediculous to take animals away from someone that cares for them and loves them just to stick them into one of the many kill shelters or sell them to be fed to snakes ( if that is what happened). All I can say is SHAME ON YOU. You politicians and Animal Control people need to remember who we are. We are Americans, last I checked we lived in a free Country. I am not saying someone that neglects or abuses Animals should be allowed to keep them. Lets be honest though, those people that neglect and abuse animals don't get the kind of punishment they deserve! Why is it you want to punish those that want to take care of their animals by putting a licence fee on keeping them? If you instead figured out a way to make castration free it would solve the over population problem. Sometimes I wonder who ever makes laws like thes...
