What happens when the teacher tells the kids to stop talking? They get out their phones and text each other. This is an easy way for rumors to get started. And they take pictures of other people against their will, and pornographic images of themselves and other students, and even pictures with some or even all of their clothes off. Cell phones are very distractive, and it goes against the whole purpose of school.
