The reason the Israeli goverment have is simply that those Ethiopians, not like the Ethiopians Jews who have Israeli nationality because of beying jewish, are staying illegally in Israel. This is against the law and they are not alowed to stay. Because they do not want to go home by themselv they are detained. They are not 'in prison' for beig criminals. they are just held in a place that they can not run away ,and then the Israeli goverment bring them back to Ethiopia.
