I'm not approving the way they do bussiness but you guys are fool enough to believe that engines from Japan comes with 25k miles on them because of some environmental law in Japan, you just deserve what is happening to you. Why would they cut every single wire, if they were replacing the engine?
Basically, you are buying old engines with a lot of mileage or stolen engines. Just take a look at classified ads for cars for sale in Japan and you'll quickly realize that yearly average mileage in Japan is around 10k miles. So, for a 1992 engine, expect 160k miles.
