Off leash hours are necessary in order to have well-adjusted, properly socialized dogs, which amounts t fewer bite incidents, and aids in keeping parks safe at late night hours
My dogs are like family members and there should be places people can enjoy the company of their pets outside of the confines of small apartments. Secondly, dogs need exercise just as much as people do. Having a dog park makes my neighborhood far more enjoyable!
