Unfortunately, although millions of dollars have been allocated and are currently sitting in coffers here\\\'s the reality that I have seen:

     *  -- Most Marylanders, especially those of color and those with 
             lower incomes do not know about Residential Low-Cost and 
             No-Cost Efficiency Options available to them.

     *  -- Most Maryland Business Owners, especially small ones do not 
             know about the Commercial Low-Cost and No-Cost Efficiency 
             Options available to them.

     *  -- Although program funding is available, no one seems to be 
             launching a Comprehensive Grass Roots Campaign to get 
             the needed information and services out to the people who 
             need it and are effected most by high energy costs.

     *  --  Minimal New Jobs are being created for the Hardest Hit 
              populations, who were specifically targeted for training and 
              hiring by these laws  during this economic recession.

     *  --  New small businesses with innovative ideas, money saving 
             approaches, and cost-effective solutions, seem to be onn the 
             outside of the program looking in.

As part of the Empower Maryland Energy Efficiency Act of 2008, BG&amp;E took the gauntlet and proposed the Most Groundbreaking Program in the Nation. It Allows EVERY RATEPAYER (person who pays a BG&amp;E Bill) to participate and take advantage of available funding resources and reduce their energy footprint.  

Typically, each Quick Energy Audit cost ratepayers $40, but the fee will be waived if they let auditors install quick Energy Conservation Measures such as installing CFLs, sink aerators, low-flow showerheads, and water heater wraps.  There are more than a hundred thousand eligible households within BG&amp;E\\\'s service territory. 

The Maryland Public Service Commission applauded this program so much, they have mandated all other utilities in the state to mimic it.  In addition, government officials nationwide touted Maryland as one of the nations best and most progressive states for its efforts.

This is an ideal program to implement Workforce Investment Act Training Funds especially for Youth &amp; Dislocated Workers. This field will provide immediate entry level job opportunities and spur entrepreneurial en devours even in the hardest hit communities. The program is funded by all Maryland Ratepayers and only requires minimal training to have individuals gainfully employed in the Green Market.  

This would create immediate jobs as field auditors and Green Liaisons – educators/salesmen in low income communities.  

CURRENT BARRIERS TO PROGRAM

Nationwide, using traditional methods, utilities have had difficulties reaching the most socio-economically disadvantaged customers.   Despite creating programs specifically geared to reach this audience, emplementors nationwide struggle to penetrate tg=his market effectively for those who are most effected by rising energy costs. 

We feel CSI can address the three (3) key barriers that limit the success of these programs.  These barriers include:

*  Implementors have no perceived connection/ties to communities.
*  There is a lack of education/familiarity with efficiency in community.
*  Within many low-income neighborhoods there is a deep-seeded 
    mistrust of outsiders especially if they are perceived as 
    governmental in nature or bill collectors.

PROPOSED SOLUTION

We propose that if we can generate 10% of the anticipated 9,600
participants projected by FY \\\'11, within a one-month period, we should be granted admission to the program.
	   
If CSI is allowed admittance to this vital market. This will insure that under-served markets will get the proper access to programs they deserve; while we create new Green Jobs revitalize communities.

eBay and paypal both are sucking people on their sales.
When i will sold a item in 0.99 GBP, ebay and paypal will detuct 0.23 GBP from it.

Our CSI “Green Brigade,” will accomplish its mission through a number of means including sponsoring and participating in low-cost and no-cost small community efficiency fairs, as well as by going door-to-door, and community-by-community to get the word out. Just as in the recent landslide election of Barrack Obama, we feel that this type of grassroots viral marketing is imperative to the success of this program.

Heck, I even started using Windows 2000 because I finally thought Microsoft had a stable, powerful enough operating system that I could have almost as much power as I had under Linux. Now Microsoft is even admitting their operating system has bugs and releasing frequent fixes, something they never did in the early days. That kind of honesty surprised me and I\'m softening up to them. Maybe they don\'t suck after all. Maybe this page can be a snapshot of what Microsoft used to be like. Maybe. 			<title>Stop Repeal of Federal Preemption of Reg D</title>

			<description>Earlier this month, Senator Dodd posted a discussion draft of the Restoring American Financial Stability Act of 2009. At over 1,000 pages, it is not a light read.

Buried on page 686-687 of the draft is a proposed repeal of the federal pre-emption of state laws regulating accredited investor securities offerings under Regulation D. Reg D offerings make it possible for companies raising small amounts of capital to do so safely, quickly and efficiently. This aids in job creation. America\'s next great companies are being funded right now with very small amounts of capital. It\'s feasible to raise capital in such small amounts, while still protecting investors who need protecting, because of Reg D.

There is no clearer example of how well this system works than here in our state. We see this in our practices particularly for web and software startups that may be raising tens of thousands, or hundreds of thousands (as opposed to millions) of dollars: the ability to raise small amounts of capital in an efficient way makes a critical difference for the viability of the venture. And because investors in such financings must be accredited, no harm comes to unsophisticated investors for whom the risks of early stage technology companies are not appropriate.

It hasn\'t always been this way. Previously, states were able to impose their own merit review of securities offerings to residents in their states, and the vast majority of states did this. This posed significant uncertainty for companies raising capital, and significant cost. Perhaps the greatest frustration was a lack of uniformity: states imposed varying degrees of merit review, different disclosure requirements, different notice and filings requirement, different comment systems, varying length of review and comment periods, different suitability standards, different securities legending requirements, and more. In effect, the state-by-state system discouraged entrepreneurs from crossing state lines when raising capital. And when the amounts needed were small, it was often not feasible to go through the process at all, in state or out of state, because of the costs. 

The state-by-state system all changed with passage of the National Securities Market Improvements Act (NSMIA), which brought with it federal preemption of state regulation of accredited investor offerings.  NSMIA made the process simple you file a Form D with the SEC and you file copies of the Form D with states in which your investors reside. You have to pay state filing fees, too, in most cases. But, because of federal preemption, states could not impose merit or substantive review of your offerings. It was a masterstroke of rationality and good public policy, friendly to entrepreneurs, and wholly protective of unsophisticated investors. Keith Baldwin, a securities attorney at Davis Wright, puts it this way: \&quot;In my view, other than Reg D itself, NSMIA was the best thing to happen to capital formation for small business in my 30+ years of practicing securities law.\&quot;

By proposing to end federal preemption, Senator Dodd is proposing that we go back in time to the days of state merit and substantive review of securities offerings. In Baldwin\'s view, \&quot;Although some state securities regulators may choose to keep existing practices in place, other states will likely revert to the widely variant schemes of exemptions that preceded NSMIA.\&quot; We think this would be especially harmful to the smallest companies that are raising angel capital in fairly small offerings. Today it is possible for small companies to raise as little as $250,000 in angel financings and not expend too great of a portion of that capital raise on lawyer fees. Imagine, though, that those angel investors are in three or four states, and your lawyers tell you it will cost you twenty percent of what you raise to comply with the various securities laws!

A group of entrepreneurs, investors and attorneys have joined in a letter to Washington State\'s two Senators, Patty Murray and Maria Cantwell, urging that Dodd\'s proposal not become law. We are writing to bring to your attention language in Senator Dodd\'s Restoring American Financial Stability Act of 2009 that would be harmful to technology innovation in Washington State.  If Senator Dodd\'s draft legislation, as currently drafted, were to become law, it would be harder for entrepreneurs in our State and indeed, throughout the nation to launch startup companies.

Section 928 of Senator Dodd\'s draft legislation would repeal the existing federal preemption of state regulation over \&quot;accredited investor\&quot; securities offerings.  This would end the uniform, national set of rules for financing that currently makes capital raising for technology startups so safe and so efficient.  By gutting something that is working, Senator Dodd\'s draft legislation would expose technology startups to a potentially Byzantine system of patchwork, state-by-state regulation, resulting in higher costs, greater legal risks and pervasive uncertainty.  Nothing would be gained from this change:  no additional protection would be provided to the types of investors who truly need protecting, and there would be no benefit to the national financial system or to the economy.

The startup ecosystem in Washington State, comprised of entrepreneurs and the angel\\ investors and professionals who support them, is one of the \\spawning pools from which tomorrow\'s great American companies are born.  In our State, as well as in other regions of innovation in our country, technology startups are funded by (a) the entrepreneurs who start them, (b) the friends, networks and family of those entrepreneurs, and (c) experienced angel investors who have a taste for startups and a passion about supporting entrepreneurs.  This community depends upon the uniformity, clarity and certainty of federal exemptions, which substantially ease the costs and legal risks of raising critically needed seed capital.

The persons signing this letter are entrepreneurs, angel investors and lawyers who found, fund and work with technology startup companies in Washington State. We ask you to look into this matter and to take action to protect the technology startup ecosystem, for the sake of the entrepreneurs and startups of Washington State and for the sake of innovation throughout our country.

					Earlier this month, Senator Dodd posted a discussion draft of the Restoring American Financial Stability Act of 2009. At over 1,000 pages, it is not a light read.

Buried on page 686-687 of the draft is a proposed repeal of the federal pre-emption of state laws regulating accredited investor securities offerings under Regulation D. Reg D offerings make it possible for companies raising small amounts of capital to do so safely, quickly and efficiently. This aids in job creation. America\'s next great companies are being funded right now with very small amounts of capital. It\'s feasible to raise capital in such small amounts, while still protecting investors who need protecting, because of Reg D.

It hasn\'t always been this way. Previously, states were able to impose their own merit review of securities offerings to residents in their states, and the vast majority of states did this. This posed significant uncertainty for companies raising capital, and significant cost. Perhaps the greatest frustration was a lack of uniformity: states imposed varying degrees of merit review, different disclosure requirements, different notice and filings requirement, different comment systems, varying length of review and comment periods, different suitability standards, different securities legending requirements, and more. In effect, the state-by-state system discouraged entrepreneurs from crossing state lines when raising capital. And when the amounts needed were small, it was often not feasible to go through the process at all, in state or out of state, because of the costs. 

The state-by-state system all changed with passage of the National Securities Market Improvements Act (NSMIA), which brought with it federal preemption of state regulation of accredited investor offerings.  NSMIA made the process simple you file a Form D with the SEC and you file copies of the Form D with states in which your investors reside. You have to pay state filing fees, too, in most cases. But, because of federal preemption, states could not impose merit or substantive review of your offerings. It was a masterstroke of rationality and good public policy, friendly to entrepreneurs, and wholly protective of unsophisticated investors. Keith Baldwin, a securities attorney at Davis Wright, puts it this way: \&quot;In my view, other than Reg D itself, NSMIA was the best thing to happen to capital formation for small business in my 30+ years of practicing securities law.\&quot;

By proposing to end federal preemption, Senator Dodd is proposing that we go back in time to the days of state merit and substantive review of securities offerings. In Baldwin\'s view, \&quot;Although some state securities regulators may choose to keep existing practices in place, other states will likely revert to the widely variant schemes of exemptions that preceded NSMIA.\&quot; We think this would be especially harmful to the smallest companies that are raising angel capital in fairly small offerings. Today it is possible for small companies to raise as little as $250,000 in angel financings and not expend too great of a portion of that capital raise on lawyer fees. Imagine, though, that those angel investors are in three or four states, and your lawyers tell you it will cost you twenty percent of what you raise to comply with the various securities laws!

I am a 22-year-old single white female. After viewing your EasyTone commercial on television, I would guess I am close to your target audience. I strive to live a healthy lifestyle by eating nutritious meals and getting exercise -whether at the gym or on a 10 minute walk during my lunch break.

I cannot express how deeply saddened I am by your latest marketing campaign for your EasyTone shoes. The commercial features an athletic young woman talking about shoes that will increase the benefits of exercise by working the hamstrings and other muscle groups in the legs. To be honest, I can\'t quote the exact percentage your actress gave because I was too distracted by the camera work to pay attention. The cameraman cannot focus on the facts this young woman is stating. Instead, he focuses in on her butt, so she has to repeatedly ask for his attention.

What saddens me the most is that I would love to buy this shoe. But I cannot. 

Your website states that \&quot;Reebok’s positioning reflects this; celebrating the distinct qualities that make people who they are - their unique points of view, their individual style and their remarkable talents and accomplishments. \&quot;

Your commercial contradicts this statement. Instead of focusing on the physical benefits that EasyTone shoes provide, you focus on the sex appeal. Additionally, you are telling women that their distinct qualities, their unique points of view, individual style, and talents and accomplishments are meaningless. Because at the end of the day, men are only going to look at our butts. They won\'t care about what words come out of our mouths.

It is this exact attitude that has allowed violence against women to persist in today\'s society. I am horrified that you are giving men permission to see women not as human beings, but as a physical piece of property that they can conquer. It is this attitude that has allowed men to abuse women and claim they were asking for it.

If you had focused on the physical benefits, and featured real women who\'s lives have been improved by these shoes, I would have been the first in line to purchase a size 8 in yellow. But now that I can see you do not respect women, I will never buy Reebok shoes and I will encourage all of my female friends to do the same. I would rather buy a shoe made in a sweat shop than support your sexist company.

Kennedy Administration with good intentions, to allow student guest workers from developing countries a chance to practice in their chosen field and develop new technologies and business practices to help their countrymen and improve their living conditions. For example, a student from India who was studying hydroengineering could work with an engineering firm here in the US for a few months and bring back valuable experience to be shared with his fellow countrymen in applying such technologies in his home village, improving the quality of life for many; a noble cause. 

However, the J-1 Visa has shifted focus from enriching the lives of workers from poor, developing countries to providing an \&quot;excuse\&quot; for greedy corporations to bring in hundreds of thousands of minimum-wage workers and DISPLACE just as many American citizens in jobs that had once paid decent wages and provided health benefits in the recent past. Those  Americans who are currently employed in the service industry are experiencing record stagnation in wage growth, deep paycuts and an unprecedented increase in costs to maintain diminishing healthcare coverage for themselves and their families. This is simply NOT acceptable! ALL wages suffer, except for those privileged, elite few in the executive suites of multi-billion dollar corporations.

The J-1 Visa hurts American workers with the following key strategies:

1) \&quot;Poison Pill\&quot;- The jobs of service workers have experienced downward pressure in terms of wages and benefits simply because the natural market forces of supply and demand have been short-circuited by bringing in thousands of foreign workers willing to work at minimum wage and NO health benefits. (Haven\'t you noticed at the absence of American workers at ski resorts and theme parks, lately?) The few Americans that ARE hired at sub-par, lackluster wages are often rude, sloppy, lack basic work ethics and are so under-motivated that employers point their crooked fingers at them and say, \&quot;You see? 2) War of Attrition: American workers are finding themselves pitted against a wall, with American service industry bosses firing American workers in record numbers and back-filling with J-1 Visa workers. \&quot;Don\'t call in sick anymore or you\'ll be fired!\&quot; Despite record unemployment not seen since the Great Depression, the tourism industry is doing quite well; ski resorts and theme parks are packed, despite lackluster per-capita spending, THOUSANDS of applications for employment are being swept under the carpet while large corporations routinely send out recruiters overseas for J-1 Visa employees. A large American entertainment company was recently in Shanghai for a 3 week recruitment trip for its Florida theme park operations and reportedly interviewed more than 600 applicants each day! The lines of applicants was wrapped around city blocks. 

3) Currency Exchange Differences: This is REALLY what it\'s about. Why else would 600 Chinese applicants line up each day to take minimum-wage service jobs in America? Let\'s say a J-1 Visa student worker from China works at a Florida theme park for $7 an hour, minimum wage, living expenses deducted, with no benefits. He does his 6 month stint, signing up for as much overtime he can handle. He eats frugally, often with peanut butter sandwiches for breakfast, lunch and dinner. He saves $4,000 to take back home to China. When he gets home, he immediately takes his savings of $4,000 USD to a local bank and gets the exchange rate of 6.83 Chinese dollars, or Yuan, for EACH US dollar. That small $4,000 sum is now cashed in for a whopping $27, 320!!! Those Chinese student workers selling popcorn and serving fastfood at your favorite theme park and ski resorts are making the equivilent of $49.10 an hour! Now you see why they line up to take American service jobs? It\'s not just Chinese; it\'s Mexican, Brazillian, Eastern Europeans and other countries\' students that are being tapped as a cheap supply of labor at American worker expense.

Sign this petition. More importantly, organize grass-roots petitions in your home cities and towns, especially those affected heavily by the local service industry. Write and call your local Congressmen, call in to radio talk shows to bring local and national awareness to this problem. 

This is not exclusively a blue-collar problem. This type of corporate greed also affects white-collar workers with the H1B Visa program that outsources high-tech computer industry jobs. That\'s another petition and battle to be fought.

Shouldn\'t everyone be able to enjoy Saturday morning Buckeye games? Shouldn\'t we all have the choice to travel on a pedicab if we choose (especially those of us who need it as a necessity to be mobile)? 			<description>Good Morning Mountaineer fans, for the past year and a half I have sat back and read all of your thoughts and have kept my mouth shut.  That time has come to an end, and its now time for me to give you my State of the Program address.  We’re in trouble, the Bill Stewart hire was the worst thing that could have happened to us.  I appreciate the Fiesta Bowl victory, but even I know the only thing he did for that game was give a good pregame speech.  It was Rich Rods game plan and Calvin Magee calling the plays.  We still decided to give Stewart the head job and he proceeded by hiring the worst Offensive Coordinator he could have taken.  Before I go any further I’d like to state that Mullen only got the job because of Jim Grobe’s connection to the state of West Virginia.  Jim Grobe is a medicore coach in the ACC, and has never done anything great.  Yet because he was from the state of WV, Bill Stewart decided to hire his assistant Jeff Mullen.  Jeff Mullen had no prior experience calling plays, in fact he started his career as a Defensive Coordinator.  After this atrocious hire Bill Stewarts job should have came into question, especially since the offensive coordinator from Appalachian State was also being considered for the job.  We however let it slide and decided to see what Bill Stewart had.  Well its now almost through year two and the only hope we have is to cut ties as soon as possible with Bill Stewart.  I get upset when I read all these posts about how he has the best winning percentage out of any coach in there first two years, and how he still hasn’t finished getting his guys in place.  Everyone that believes that should be disgusted with himself or herself.  He took over a perennial top 10 program, the fact of the matter is he should have a higher winning percentage than he does.  There is no rebuilding process for him, we went 11-2 in 2007, 11-2 in 2006, and 11-1 in 2005.  If anything Bill Stewart is in the midst of destroying our program, we have beaten 1 ranked opponent since he took over (UCONN who was number 25 last year) I don’t count the Oklahoma win because like I said earlier all he did was give a good pregame speech.  Yes he did bring in a good recruiting class, but that means nothing.  Pat White, the best player in school history, was not a big recruit.  Steve Slaton was not a big recruit.  These two players are in the top 10 of greatest players ever to play at WVU, so stop with the recruiting nonsense with Bill Stewart.  Our program is in trouble, we are looking at being a mediocre team in the Big East.  This is not ok and for all of you who say they\\\'re fine with an 8-4 year, shame on you.  You’re not the true fans, it’s us who want to go undeafted every year that are the true fans.  Are you satisfied if your child comes home with a report card full of C’s? No you want the best for your child, even Louisville or Syracuse fans go into the season hoping to contend for a national title, and get angry after every lose.  Bill Stewart needs to go ASAP, we need to rally together and get this done our program depends on it.  We need to tell Pastilong how we feel, on a side note we also need to get Joe Manchin out of the program.  Our university already gave his daughter a degree she didn’t earn, there’s no need to let him make decisions on our athletics.  We had the perfect coach in our grasps and we let him go, luckily it’s not to late.  Terry Bowden is a WVU alumni and should be our coach.  I like Doc Holiday and like his recruiting, but he has no head coaching experience.  He doesn’t even have expiernce as a coordinator, so we can’t depend on him.  Plus if you think Doc Holiday can recruit in Florida, we would be in for a treat with Terry Bowden.  Some quick info for you on Bowden, His career coaching record is 120-53-2.  His first year at Samford he went 9-1, first year at Auburn 11-0, and most recently his first year at North Alabama is currently 9-0.  We need to band together and get Bill Stewart out of Morgantown, he currently has a buyout like a Nick Saban or Urban Meyer.  My hopes however, are that if we ask him to leave he just will.  His career coaching record? 23-32…Come on Mountaineer Fans together we can all get this done.</description>

I am one of many KTM 990 (EFI) owners who are having problems enjoying my motorcycle to its fullest. I, and many with me, believe this problem to be an inefficiently implemented Fuel Injection system. Several message board threads on various online forums around the world describe and illustrate the problem better than I ever could. I have included a sample of some of these threads and discussions for your investigation[1].

Without getting into comparisons against other vehicles or motorcycle brands, suffice it to say that the \&quot;jerkiness\&quot;, abrupt or snatchy operation of the throttle on the KTM 990 line of motorcycles is discouraging and does not inspire safe and smooth vehicle operation.

Several individuals have tried addressing these shortcomings in various ways including, but not limited to, fuel injection devices and software such as DynoJet\'s PowerCommander[2] and TuneBoy[3], component configuration changes such as, throttle cam changes[4] and even complete removal of butterfly valves[5]. Varying degrees of success/failure have been reported.

It is my belief that KTM motorcycles are of the highest quality (and you will find many of us who have been affected by this problem still acting as ambassadors of the KTM brand), therefore we find this above mentioned shortcoming incomprehensible and not worthy of a motorcycle of KTM\'s caliber.

I urge you, KTM, to take this matter seriously and propose a solution for those of us suffering these problems so that we can safely and confidently operate our motorcycles in the ways and situations they were intended to operate. 

Thank you for your time and I look forward to hearing how you plan to address these issues.

Unless service quality dramatically increases by the end of Q4, 2009 we will leave at the end of our contracts or sooner.

We know that AT&amp;T\'s viability depends on retaining iPhone users.   In 2009 Q3 alone, you added 3.2 million iPhone users to your ledgers.  Of that, 40% were new customers.  Without us your company\'s revenue will plummet into the red. 

Over the course of time that you have had carried the iPhone we have seen minimal improvements to your network.  We have all experienced on nearly a daily basis dropped calls, poor call quality, and extremely slow or no data network availability with no noticeable improvement over the years on the iPhone.  This is completely unacceptable and you have forced us no other choice but to take action.

The criterion for keeping us on your service will be based on the following metrics and actions:

I. That full speed 3G coverage is completely extended to at least all major metropolitan areas (populations of 1,500,000+) and outlying communities equivalent to Verizon\'s 3G service speeds and coverage.

II. That your number of dropped calls due to AT&amp;T\'s service is reduced by 75% or more.

III. That costs due to such improvements to your network will be wholly consumed by the company and it\'s subsidiaries and that there is no rise in the fees or premiums paid for service by the customer and that what is provided by your service such as minutes, bandwidth, speed or availability does not decrease.  We also demand that no new fees controllable by AT&amp;T are added for iPhone voice and/or data plans.

IV.  That no feature currently present on the iPhone is reduced or removed and that no level of bandwidth limitations are put into place.

V.  That your service improvements are based on additions and improvements and not reductions or restrictions on any part of the iPhone service or by reducing the quality of service for other non-iPhone AT&amp;T customers.</description>
