			<description>Large companies like WalMart are self-insured when it comes to Worker&#39;s Compensation supposedly to make it cheaper to provide insurance hence their prices for retail items is cheaper. But in reality these self-insured companies (WalMart) can easily manipulate the Worker&#39;s Compensation Board by giving &quot;Coverage&quot; only when they feel is needed to &quot;look good&quot; for the Board.  Case in point: A Walmart employee is hurt on the job in 1996, is given medical treatment with no problems until the employee gets an attorney (after Walmart has hired a &quot;Nurse&quot; to invade the employee&#39;s privacy); then Walmart being self-insured Refuses to pay medical costs until Ordered to by the Accident Board of Delaware, then only by &quot;Piece mail&quot; until the Accident Board re-hears the case again 6 months later!
The self-insured company (Walmart) pays for medical for 3 months, then stops for no given reason again and the injured employee must file with the Accident Board again taking at least 6 months to be seen again; of course the self-insured has their attorney &quot;Stall&quot; by postponing the hearing because the employee must be seen by an IME (Independant Medical Examiner) that does nothing else but IME work for businesses! This delay takes 6-8 more months to be rescheduled in front of the Accident Board, keeping the injured employee from being reimbursed for mileage & medications!  This same cycle happens for another 3 times afterwards, with the Self-insured even going as far as requesting medical records from the injured employee&#39;s Dentist & OB/GYN Doctor!
An outside Insurance Company for Worker&#39;s Compensation would never allow this sort of thing to happen, especially if it is regulated by the Insurance Commision, but a self-insured company like Walmart does not have to answer for something so immoral or illegal!  The yearly medical costs of just this one employee are over $21,000 which has been paid for by the Taxpayers of the U.S.through the Federal & State Government&#39;s Medicare and Medicaid; when it is the self-insured&#39;s (Walmart) total financial responsibility and not anyone elses!  If you agree that no company should be able to insure itself by itself for Worker&#39;s Compensation (or any other Health Coverage) than please sign this petition!</description>

<font color=&quot;#000000&quot;>We call upon the Congress and the U.S. Small Business Administration to quickly implement P.L. 106-554, the Women&#39;s Procurement Program.  In an unconscionable lack of support for women-owned businesses - this legislation (which was signed into law in 3 ½ years ago) has never been implemented.

Meanwhile, the SBA has rapidly pushed through a new procurement program that will boost federal contract opportunities for service-disabled veteran-owned small businesses (and add another competitive barrier to success for women-owned small businesses).  At a recent SBA advisory meeting, when asked about the status of the women&#39;s procurement program, attendees were told that the SBA is not focusing on this women&#39;s program now.  Instead SBA is focusing on the service-disabled veteran&#39;s program - even though the women&#39;s program was signed into law 3 ½ years ago.

Women-owned businesses represent nearly 30% of the privately-held, majority (51% or more) women-owned businesses in the U.S. and receive less than 5% of federal procurement spending.  Clearly, women-owned small businesses are substantially underrepresented in many, many industries and should be assisted through the implementation of this important legislation.

As representatives of the over 10 million women business owners of America, we ask that U.S. Small Business Administration quickly implement P.L. 106-554 and accept one of the hundreds of viable federal agency, state government or qualified national certifying entity certifications.  

Background:

The Small Business Reauthorization Act of 2000 allows Women-Owned Small Business (WOSB) Set-Asides for requirements in an industry where Women-Owned Small Businesses (WOSB) are substantially underrepresented and limited to contracts not exceeding $3 million for services and $5 million for manufacturing. P.L. 106-554 requires the small business concern be certified as WOSB by a federal agency, state government or national certifying entity approved by the Small Business Administration or if a WOSB can provide adequate documentation to support such certification.  The SBA reports that there is an ongoing review being performed - however, the SBA has not even requested funding for this program.  Meanwhile, the SBA has rapidly pushed through a new procurement program that will boost federal contract opportunities for service-disabled veteran-owned small businesses.

We were quite disappointed when Blizzard announced that the accounts would be wiped after there were rumors that they would carry over into retail; rumors which Blizzard chose not to silence.   Some people may readily provide that amount of money, and Blizzard may find demanding such an amount of money acceptable.  I, for one, do not, and I&#39;m sure that there are many other people out there who agree.  There are many alternatives.  Rahter than having both people in the same house buy separate copies of the game, why not have one buy a copy of the game and the other buy just a game key?  Instead of having both people in a household pay for separate subscriptions, why not just allow both to be connected under the same subscription?  Such options would not only ease the strain on the wallets of the gaming community, but also boost the number of people buying the game.

Counties like Pocahontas, Webster, and parts of Greenbrier have long hours of trips to their nearest stores for such shopping and Target could bring these folks great brands at affordable prices. A supercenter like would be awesome to have but a regular store would be just as wonderful. I feel Target can do alot for this community if they take the chance and the city takes the chance. As collective webmasters and search users of Google, we are increasing becoming dissatisfied with the results. Non-relevant sites are more and more being placed ahead of relevant sites in search results. Furhtermore, established sites that do not use any type of unethical or forbiddened search engine optimization are seemingly being punished or, at a minimum, being pushed backwards several pages in the search results.

Please understand that our complaint is not with the ranking of our individual sites, but rather the drop in quality of the search results. Search term after search term yields non-relevant sites placed ahead of relevant sites. 

These problems have been particularly evident since mid-December and appear to have worsened over time instead of improving. We ask you, Google, to fix these problems immediately.

Upon request, we will be happy to provide you both specific search querries, examples of non-relevant sites within those results, and urls for the type of relevant sites we would have expected to have seen within the first 1-3 pages of a search querry.
