From the time that he was Mayor to the time that he was elected in the Senate, Gordon has consistently worked for two things: The improvement of people&#039;s lives and livelihood.  Kay Dick Gordon, una lagi ang buhay at hanapbuhay.

His philosophy has always been to enable and ennoble, to give people the means to achieve their fondest dreams and aspirations...

As Mayor of Olongapo City, he transformed it from &amp;quot;sin city&amp;quot; to &amp;quot;model city&amp;quot;.  Clearly demonstrating that &amp;quot;kapag ang lider at ang tao nagsama, lalabas ang galing ng Pilipino&amp;quot;, he was the first to initiate the color coding scheme for public vehicles, an integrated garbage collection and segregation system, a civilian led anti-crime movement which later became the model for the Police Law Enforcement Board which is now implemented in the entire country, and a good samaritan program which engaged citizens of Olongapo to take care of their own poor.

As the founding Chairman of the Subic Bay Metropolitan Authority, he transformed an abandoned US military base into a global tourism and investment hub -- rivalling Hongkong and Singapore.

As Tourism Secretary, he launched Wow Philippines and brought in 2 million foreign tourists a year -- supporting jobs for 20 million people and creating livelihood for millions of small entrepreneurs.  He promoted the image of the Philippines as more than a usual tourism destination and succeeded despite the threat of SARS and coup d&#039;etats.

As Chairman of the Philippine National Red Cross (PNRC), he has modernized the premiere humanitarian institution and made it more relevant in times of disasters.  The PNRC is now equipped to supply clean water to areas flooded by typhoons (like Iloilo during Typhoon Frank), it has rescue trucks (used in the Glorietta blast), fire trucks, and ambulances equipped with state of the art life support systems.

And even as Senator, he has been regarded as an action man.  

In passing the Amended Automated Election Law after the Gloria-Garci controversy in order to end wholesale electoral fraud.  Then, in continually pushing the Comelec to implement the Automated Election Law and finally succeeding in having the ARMM elections in 2008 automated.  The ARMM polls was the acid test for Automation and people rejoiced as, unlike previous ARMM polls, the elections were free from violence and there were almost no protests filed.  Gordon is now pushing for Automated Elections in 2010, it will be the first time in our country&#039;s more than a 100 years of history that elections will be clean and fast -- taking only days when the last elections took more than a month to settle.

Still believing that tourism is the fastest and most direct route towards real economic progress for the people, he has worked relentlessly for the passage of the Tourism Act -- which is now on its third and final reading.  Once enacted into law, every province will now have the powers and funds it needs to promote its tourist destinations.

He is currently working on passing the Health and Education Acceleration Program which will endow our country&#039;s children with the best educational facilities that will match those found in developed nations.  Once passed, children going to public schools will classes the whole day (not just four hours) five days a week in schools equipped with computers, science labs, and comprehensive libraries.  They will be fed and their health will be looked after (dentists will be provided along with vaccinations and medicines for common ailments.)
