Dear United States of America government,
 
We register our concern about the civil and human rights of American citizens. For the past years, Americans have been unjustifiably victims of police brutality, in which, most of the cases go unreported. 
 
Officers have took a vow to protect and serve the communities of this great nation. Unfortunately, a group has been abusing it&#039;s power and because of no disciplinary actions taken place against such abusers, The citizens of the USA are not safe in their own by their own government. 
 
We urge you to take strong and effective actions in protection of America&#039;s citizens. 
What we want:
 
1. Every city is required by law to have an independent civilian review board.  These are ordinary people from the community who are selected in an open and democratic process to monitor and investigate complaints about police misconduct.  No board member may be appointed by the Mayor or any city officials All proceedings and records related to the board&#039;s activities must be open to the public. the board should have complete access to police witnesses and documents. It must be able to conduct public hearings on serious incidents, subpoena witnesses and report the findings and recommendations to the public. 
 
 
 2. The government will provide full funding for the citizen review of police officers accused of human rights violations.   Required by law will be conditions of  federal funding to police departments on those departments&#039; reporting on incidents of excessive force by their officers and on respect for human rights. Specifically, federal assistance should be conditioned upon the recipient police department providing data on excessive force to the Justice Department. An annual report on excessive force used by police should be required by law to determine if that department will federal aid. Another condition for funding should be base on, should the development of an effective &amp;quot;early warning&amp;quot; system to identify &amp;quot;repeat offenders&amp;quot; on the force. Furthermore, any police department the Justice Department determines as exhibiting a &amp;quot;pattern or practice&amp;quot;of abuse and which fails to implement reforms as agreed to with the Justice Department should have all federal aid terminated. Just as the US is supposed to condition foreign military and other assistance on a country&#039;s human rights record, the federal government should not provide assistance to departments where officers are allowed to commit abuses with impunity. 
 
3. Require by law every police department to create and utilize &amp;quot;early warning&amp;quot; or &amp;quot;at-risk&amp;quot; systems to identify officers who are the subjects of repeated complaints or civil lawsuits alleging misconduct. Police officials should hold them accountable by supervising, disciplining, or dismissing them when appropriate. 
 
4. Every city is required by law to establish a special prosecutor&#039;s office to handle the investigation and prosecution of police officers accused of brutality or corruption. Special prosecutors&#039; offices in each state could go a long way toward prosecuting officers who commit criminal offenses; in turn, effective prosecution should act as a deterrent for officers who now believe they can avoid criminal prosecution for brutality in most cases.

Including any Other information such as victim&#039;s name, city, state, story, badge number(s) of accused police officer(s), etc., is optional. I would like to present to Congress overwhelming visional evidence of police abuse in this country.
