The moving industry is regulated by the Federal Motor Carrier Safety Administration (FMCSA), part of the Federal Department of Transportation (DOT). There are only nine investigators to handle all the complaints against unscrupulous moving companies by ripped off consumers. The Carmack Amendment ensures you can only sue for the cost of the goods that have been stolen or damaged by the movers.
