		<description>Mr. Prime Minister, 

Canada&amp;#39;s sovereignty over the Arctic, as reported in the media, might be at risk if the country maintains no presence, military or otherwise, in the barren wastelands of the north.

The situation was considered of such concern to be reported on page one of the daily newspaper &amp;quot;The National Post&amp;quot; on March 25, 2004, which paid particular attention to the situation of Hans Island, located between Greenland and Ellesmere Island, far above the Arctic Circle, and claimed by both Canada and Denmark.  Six days later, on March 31, Denmark sent troops to the island and flew its own flag.  That is unacceptable.

Since that time, the issue of Canada&amp;#39;s Arctic sovereignty, as well as the state of Canada&amp;#39;s armed forces in general, has become a priority in Ottawa.

However, we, the undersigned, feel that not enough is being done to protect Canadian territorial assets in the north, and that the government should designate and send a special envoy to Hans Island to make it clear that this strategic location under the dominion of the Maple Leaf.

We believe that the person selected for the task should have an acute knowledge of political matters in Canada with, preferably, some extensive experience in Ottawa.  Furthermore, since the posting on Hans Island will inevitably involve terse contacts and intense negotiations with the government of Denmark, we must select someone who knows his way around the higher circles of Copenhagen politics and who has had contacts with the Danish people before.  

We understand that the person selected will have to leave Ottawa (or their hometown) to settle almost permanently, Canadian flag in hand, on Hans Island, and, therefore, that this person must not be indispensible in Ottawa.  While at first we did not think an ideal candidate could be found for this delicate yet necessary mission, we believe we have found the ideal person, a veteran of federal politics who became a pariah in Ottawa and who has the necessary first-hand knowledge of Denmark when he served there as our ambassador.

That person is Alfonso Gagliano.

Therefore we, the petitioners, respectfully urge you, Mr. Prime Minister, to appoint Mr. Gagliano as our representative in the north and station him on Hans Island for an indefinite period of time to reassert Canada&amp;#39;s sovereignty over the area.

Canada demands nothing less.</description>
