		<description>By signing this petition, I am supporting the California Department of Water Resources Trails Plan, as presented in the Project 2100, Draft Settlement Agreement, Recreation Management Plan, presented March, 2006.
This Plan effectively deals with issues including;
Providing some separate trails to preserve a &ldquo;Unique&rdquo; equestrian experience.
Providing for increased shared use designations where appropriate.
Resource Protection and Public Safety.

Background;
Help needed to re-open Oroville Trails.
The International Mountain Biking Association (IMBA) and the Lake Oroville Bicyclist Organization (LOBO) need your help to re-open shared use trails at Lake Oroville State Recreation Area (LOSRA).
Please take action today by signing this petition or sending a message to the Federal Energy Regulatory Commission (FERC), asking them to approve the California Department of Water Resources, (DWR) Project 2100, negotiated trails plan, which re-classifies most of the current, restricted use trails as shared use.  
The FERC will soon decide whether or not to approve a trails plan submitted by the California Department of Water Resources. IMBA and LOBO support this bike-friendly plan. Keep reading for talking points and additional information.

 More Information about Lake Oroville Trails.
Opponents of bicycle access to specific trails have submitted 1,000 signatures to FERC, asking FERC to deny or alter proposed, shared-use trails and limit bike traffic.
Currently, despite the restricted designation of some trails, bikers, hikers and equestrians use the trails, and user conflicts are minimal. The negotiated plan increases mileage for both bicyclist and equestrians.
Lake Oroville is part of the California State Water Project and is owned and operated by the California Department of Water Resources (DWR). The Federal Energy Regulatory Commission (FERC) licenses the project, and the California Department of Parks and Recreation (DPR) manage recreation at state water projects.

Points to emphasize in your message:
&bull;	The DWR followed direction from FERC and negotiated a compromise trails plan that is supported by equestrians, cyclist, hikers, and the managing agencies. 
&bull;	Lake Oroville and surrounding communities will benefit from a united trails community, one that includes mountain bicyclists and other trail groups. 
&bull;	The trails proposed for shared-use in the new license, had all been successfully operated as shared-use for three seasons between 2002 and 2004.
&bull;	The majority of cyclists are responsible, considerate riders.
&bull;	Science shows that the environmental impact of bicyclists is similar to that of hikers, and usually less than that of equestrians.
&bull;	Mountain bike tourism contributes to the economic vitality of a community by boosting retail, restaurant, hotel, gas, and grocery sales.
&bull;	Cyclists give back to their local trail systems by volunteering on public land, protecting the environment and preserving open space.</description>
